it's genuinely not that goofy because basically EVERYTHING exists in a menu in some capacity but it's just whether or not they show it. It was the best way to handle the pre-order bonuses I suppose, I'm not sure why they couldn't just use bungie accounts but they were probably thinking about people who didn't HAVE a bungie account, which is why it automatically creates a bungie account (and installed destiny 2 in the process, accidentally).
