Forsaken improved a lot of stuff, but the armor and subclass systems both sucked back then. Final shape had fewer problems from my personal experience.

I think Final Shape is the first time Destiny told a cohesive story in a way that made sense and wasnt overall frustrating.

Is it the deepest narrative? No, not really. It did turn years of narrative buildup into an okay villain at best.

On the otherhand as a fledgeling that knew nothing about Destiny lore Foresakens villain being strung along by wish magic felt like such an infuriating copout
