The best shrine in BoTW is "shrine of the blue flame" which features multiple segments with enemies and puzzles. It is by all means a mini dungeon and the only one of it's kind in the game. If all shrines where like it the game would be undeniably the best. Instead we got pogo golf and other baby mode puzzles

Your goal is to get better and better loot so you can feel a sense of pride and accomplishment and also to progress through the progression tracks with the various factions. There are puzzles around the maps to deal with. There are missions you can take from the NPCs to help you progress.
