The traffic issue is actually multifaceted and not strictly tied to car ownership. One issue is that America was supposed to have way better way more parking structures acting as "hubs" where people would then go to high foot traffic areas. This fell through. Another issue is that people work too densely too far, which public transit simply can't account for. Japan can't have this problem because its literally not even the same size. Then you add on the fact that the major automotive companies personally sabotaged and destroyed trolley and public transit systems in major cities and yeah it makes it seem like its just one issue.

The US is a lot larger than a country like Japan overall, but its has population centers of similar density to cities in Japan with an order of magnitude less efficient public transport - mostly due to lack of investment. That’s a major problem. Another major problem is lack of good public transportation connecting economic hubs: if I want to take public transport from my city to the next closest major city, my options are a train that leaves at 5am or a bus that takes five hours (the drive is 2 hours)
