It's more that the devs want to make changes, but the game's vision has been set in stone to not make drastic changes that are out-of-scope/budget. Bungie financials have not been great over the last few years, and the higher-up's know that. They're are holding out until their 2026 end-of-contract where they can leave with a fat paycheck. It's not the individual dev's fault, it's a problem that stems from upper-management.

You can see why Bungie would take a paycheck from Disney given that they have nothing to loose with a small investment to create some cosmetics. Biggest consistent issue people had with Starfield was exploring the worlds was not as interesting as exploring the Commonwealth, or Cyrodiil. Way too much space, could only be covered by procgen POIs that werent super varied.

PVE is about 50% of the gameplay loop in the Alpha and one of the most fleshed out parts of the game. And they have a whole map built around PvE with the marathon ship itself

From a designers perspective, they're probably limiting progression through basic activities, leaving the rare stuff for players willing to do the risky cool secret finding stuff. Imagine hacking a "secret" (progression/puzzle oriented) locked door that sounds an alarm that can be heard across the whole map - that type of risk. I wouldn't think of it as "oh theres a secret vent in the ceiling that most players would never stumble upon", because that type of stuff gets old real fast as information spreads

my problem with the art theft is that a lot of it was enviromental text... which basically indicates the enviromental text was meaningless... directely ripped from antireal. none of it is connected to the game itself. theres nothing to analyze or theorize from the alpha in terms of lore/story

The airdrops and Incursions are great for grabbing high-tier loot, but that alone isn’t enough to support long-term replayability. For example, why players won't use a sponsor kit instead of risking good gear? best case, you extract with great loot; worst case, you lose it to another team. There needs to be a deeper system or incentive to truly drive the PvP and core game loop.

I played during the alpha around 110 hours, and personally unless I had a full group of friends on comms that I knew were good and also had really high quality weapons and shields, THEN only then would I bring out my high value gear. it’s not worth it any other time you will just lose it with randoms or bad teammates
