The PS3 version of Red Dead Redemption is about 7 GB. That easily exceeds what Chromebooks could hold. PC versions don't fare any better as that's 12 GB
Regarding the COD requests, only the spinoff games are on platforms supported by EmuJS, which are the DS games

Cloud stuff is outside of our scope. If you have a PC in the cloud, you could literally just download an emulator like PCSX2 or Azahar to that PC and play games using it
