According to TCRF, it's being released as episodes, they only did a red episode and that's it

and a genesis mini port
and a switch online port

yeah, but 1: it adds blue borders
2: The game runs at 50hz
which isn't annoying for RPGs and stuff, but SUCKS for platformers and such

The reason for multiple SSF2 ROMs was because someone mentioned a bug in the US version where the game would max out the difficulty, that bug doesn't exist in the Japanese version

Some do it for region locking. Like SNES games were made with physical pins that prevented Japanese cartridges from being put in US consoles (so people who imported games broke those pins off)
There are some minor changes for some games, like sonic 1 for japan adding an extra ring in labyrinth and a fixed level select order, but most of the time japanese games are the same as us ones
btw, how do you actually get a rom from a console
do you like go into the files of the console and foward it or something
Some also do it for difficulty changes. Mega man 2 got an easy mode when it came to america
Usually using special hardware to extract the files directly
Some also do it for cosmetic changes. Streets of rage 3 in the US changed all of the character's outfits from their SOR2 Counterparts, while the japanese game kept them the same

There was a Sega Genesis RPG that was sort of similar to Legend of Zelda where the Japanese version permitted walking into someone taking a bath. The US version of that addressed that by putting an NPC that blocks the door
Also Earthbound (Mother 2) in Japan had a section where Ness.., didn't have clothes at all
There are also some games that have audio differences between versions, like sonic cd having different osts for japan/europe and the us
(Funnily enough, the past versions of stages stayed the same)
A few Famicom games had similar attributes where the FC versions could have more detailed music than the NES did

Some games had different playable characters. On the japanese version of marvel super heroes, by setting the game to free play and entering a code, you could play as either thanos, dr doom, or anita from darkstalkers
Continuing on with SOR3, on the japanese version there's a character called ash. He's a gay stereotype that was removed in the US versions.
I could go on regional differences for hours. Thankfully, TCRF has done that work for me
