Need some help figuring out how to do more damage. I have watched guides and feel like I'm doing the rotation at least mostly correct but my damage still feels low on most fights

100% of bms on toplogs play packleader. Why do you play black arrow?

A LOT of the BM PL damage is going to be padding on the adds with stampede. Just save your stampede for those times if you want to pad. A good raid leader will look at logs and see if you are padding harder on adds over doing boss damage so be cognisant of that.
