It's a very good leveling item for a caster, that's for sure

the reduced cast speed might be too painful since lightning conduit needs another skill to shock before it can remove that shock and deal damage

so reduced cast speed impacts you twice

while inc damage once, assuming you don't scale whatever skill shocks for you (which you don't in an LC build)
