When you do a phys to cold build you can scale it like this:
Flat phys + % phys bonus -> Converts to Cold damage -> % elemental bonus/cold bonus

So you get a third layer that most builds don't get

by doing a convertion

so probably more like 15% realistically

my take would probably be that there's no point going only lightning dmg, cuz a claw with only lightning flat is shit dps, doesn't matter how much % lightning or wed you get

so you focus on 2 mods

and you convert the rest aswell so you're not wasting anything

and you do pure ele

means you can also do phys reflect

not to mention, since it's trinity you need 2 elements anyway

trinity just gives you so much free dps. so the only reason i would go a single element is if you have high enough budget to make it work
