#Garbage bag changes

Garbage bags are...almost fine in their current state. But there's a quirk on them that makes no sense.
Why do bags from garbage bins always register as "full" even when there's only 1 'garbage' in there? Because of this, you have to use a completely empty bag to pick up loose trash rather than say, taking the bag from a garbage bin and using that if its not full? Here's the numbers as example.

Current: Bin T2: 0/6. customer puts trash in. +1. 1/6. player takes the trash bag from the bin. bag comes out at 6/6. Makes no sense.

Change: Bin T2: 0/6. customer puts trash in. +1. 1/6. player takes the trash bag from the bin. bag comes out at 1/6. Can be used to pick up loose trash but can't be put back into the bin.

to add onto this, why can't we combine two half-empty bags? Hold an empty or semi-full bag and then interact with another semi-full bin to add the garbage to your current bag?

Bin T2: 0/6. customer puts trash in. +1. 1/6. player takes the trash bag from the bin. bag comes out at 1/6. Player heads to another bin with 3/6 trash inside and interacts with it. +3. Held bag is now 4/6.

The current ones also allow for a tiny bit of exploiting since they all register as full, it's not a lot, but you can get a little extra xp
