GTA IV browser not functional on some system

I can't get the browser to work on some systems but others it does work.
but it seems to use Internet Explorer as the engine to display the flash page

This is how I know it runs on Internet Explorer

I have recreated the networking for the browser

the game checks www.rockstargames.com and see's if it can access then if it can access then it checks tv.rockstargames.com/health.xml and looks for <status>1</status> then once it passes then it supposed to open the browser and visit the page tv.rockstargames.com/ingame/start which displays this flash page.
