if you betray someone in betrayal state, you don't get any debuff
and if you send a nuke on someone, but by the time the nuke lands, an ally has taken the land, I'm pretty sure you don't get the betrayal debuff as it triggers when you launch the nuke, not when it lands
As I understand it, the situation framed by OP is a weird timing issue that happened to me too.
You're right, currently betrayal debuff is applied only when you launch the nuke. What can happen, though, is that you aim the nuke at an opponent and one of your allies captures that land (or part of it) just a moment before you click to launch the nuke. In which case you get the betrayal debuff
then it needs to be a toggle feature

Nah, I'm not agreeing with the suggestion, I was just trying to add context to it
I don't like it either since I don't ally people much anyway
History tells that betrayal confirmation is bad (and on hostile actions even worse)
