Nations are brought back under the condition that nations will only attack you if:
- you attack them first
- you fall under 80% of their troop count
if nations wont be brought back, then this is what i think should be changed instead:
factories will make 35k gold for yourself instead of the current 10k, so you can be decently self sufficient if that's what you choose to prioritise
