Basically a more expensive warship (maybe 2 times the price) that is invisible to enemy nations unless there is a warship in range. It could be used for sneakily stealing trade by camping ports, but could be countered if a warship investigates.
Bonus: maybe if you up the price to 1-2 mil per sub then it could act as a missile silo.
