Region blocked?

A friend of mine from Belgium doesn't seem to be able to find it on the steam page. Saying his region is or blocked, or not available.
He wanted to do the playtest, is there a way I could get him to included?

There are some regions that are blocked for reasons unknown to us. Regarding your question, it will not be known until the developers communicate it.
