This place has had a continuing issue of bad actors that cause issues and nothing happens, and the moderation action taken is often not nearly enough. I don't really know what else to say beond this needs to be fixed

Letting that kind of hate speech occur repeatedly (just look at that one dude's chat history, seriously why is he still here) makes the whole place look accepting of that behavior.
