Make rust learning channel

Creating a dedicated Rust language forum could help many people learn Rust and get help with buggy programs instead of using AI and not understanding anything. These people (myself included in the future) could then directly contribute to Pumpkin by creating plugins.

Yeah like #1268597195683139690 should probably be titled "issues" and then we could add a "dev help" or similar forum for programming help

I go chapter by chapter then go on rustlings but for some reason its out of order

like vectors are in rustlings sooner than the book introduces them
