#Turning Stutter & Character getting stuck on inputs Fix?

Turning and looking around stutters.
Sometimes when I move in a direction my character gets stuck moving in that direction for about 1 to 10 seconds.
Is there a Fix for these issues?
My specs. Is the problem here? (Internet is around 250)
Processor AMD Ryzen 7 3700X 8 Core Processor 8 16
Motherboard Micro Star International Co. Ltd. B550M PRO-VDH WIFI MS-7C95
RAM 16 GB
Graphics card NVIDIA GeForce RTX 3060 Ti 8 GB
If it is my specs, what should I upgrade? And overall I need to upgrade, what order should I do so if anyone has an idea?
Before assuming it is a specs issue I would turn the graphics down and seeing if it resolves the issue.
I see no reason why those specs couldn't run it at medium to low graphics at the minimum.
What emulator are you using if you don't mind me asking?
I'd also recommend opening up your task manager when recreating this to see if something is getting maxed out.
Changing the graphics doesn't make a difference, I'm usually on highest but it still happens on the lowest settings, seems to make no difference(for me anyway).
I was thinking MAYBE a RAM upgrade could help.

I'll test with Task Manager, for some reason I never think of this when I'm having issues...
As I opened Task Manager and went to Performance tab, it spiked to 99% Memory, 99% Disk, and BlueStacks crashed, now with only Task Manager & Discord open it's a consistent 43% Memory, 0 - 2% Disk.
With Destiny Rising open on top of that, it's consistently at 97% Memory, 0 - 2% Disk with occasional spikes for an instant up to about 70%. (Highest & Lowest settings don't seem to change anything still)
I'd recommend maybe try MuMu to see if it's a BlueStacks or universal issue.
I used BlueStacks but didn't run into the issue, so it's probably case by case basis
I tried to download MuMu, but the installer instanltly went to 'ERROR' no number for it or anything, just a white box with that in it...
Maybe try a computer restart and see what your task manager is at, and possibly try running it with nothing open in the background.
43% memory usage with nothing open seems a bit high
I had an update but it only went down to 40% with a restart (Only Task Manager & Discord open)
Steam was open in the background for both of those tests, without Steam 35%.
BlueStacks with Destiny Rising open puts me at 95%
