Those are mostly just more damage. Bodyshot precision is a mixed bag though. Useful for keeping precision effects going when you miss. Rof and aoe are just different ways to deal more damage. I do see what you mean, you want more interactions with systems other than damage %. Hard to see that being on artifacts rather than on weapons and characters, and emanare abilities. They should do more with the charged melee and counter emanare. So far they feel meh

If you want to push Cordon and/or expanse you'll need level 90 artifacts. I think the best way to go about it is to farm artifacts for 2 characters (your most used ones) and then wait until phase 5(?) to farm artifacts for the rest of your characters so you don't waste resources upgrading their star tier
