No official statement. I can tell you what I have observed. S1 released with 2 new characters per month. S2 was rumored to have been planned to have Maru and a 4 star Jaren (at the same time). What we got was 1 character a month. That leads us to s3, which is 1 "new" character, 1 per 1.5 months.

Agreed, with the free 60 draws and good discounted draws, plus the 45 days to pull with the mythic choice. That’s how I’m able to with little $ cost.

That we have found no, the issue is that Hoof covers all the enemy mechanics while being able to handle the red bar units that could sneak by Anathesia, and Anathesia has the highest single target DPS, and the split beam allows it to handle other yellow mobs at the same time. We are finding that Gugnir seems to trigger more when the enemy is inflicted with solar damage rather then Arc at T4. We aren’t 100% sure the reason (messed up text or possibly triggers on Jolt), but that means it would work in tandem with Anethesia instead of being an alternative.
