Until content is diversified then one character will always be top. Maybe the Cal Ops cycle needs to be separate from rest of content cycle.
I.e. cal ops is void/arc spread/precision but expanse is solar/void rapid/impact for that cycle. Encourage diff lightbearers for diff content. Being all the same across content for a month is rough
