Sure, HoYo may have gave some free characters out but they typically are not new and limited. If they are, they have some strings attached to them like being a crucial partner for another unit that you do have to pull/spend on.

Kabr is limited, and I’m speaking mainly limited characters that are new and meta. The main takeaway is that it is rare for them to give us a new, limited character, and no one should be upset at getting a free character in a gacha game
