2 seconds pass, your DR is reset to 0. You need to be using an ability before 2 seconds, constantly.

Oh just learned servitors can turn off weapon mastery. I got hit with the servitor beam first without having any retribution stacks, and nothing happened until I did the slam, removing the debuff. Apparently you still gain retribution stacks while you’re debuffed, but they just don’t do anything. They don’t even appear until after the debuff is removed

If I understand how it works, each time you switch to machine gun the DR drops and switching back to the sword would trigger it again. yeah if you dismantle an exotic mod from there you'll get it back, you just won't get the full amount of mats you invested into it. that's why what you should do is wait until you have a good exotic mod, equip it as a replacement, and then dismantle the old one -- you'll keep the mod level so you won't actually lose any mats
