The problem is that DR is a multiplier that goes up to 100%.

So the more of it you allow, the more damage enemies needs to deal and that enforces everyone to stack DR and it just goes into a dangerous loop until eventually you end up being unable to balance it at all like WF

The orbs don't do as much damage. If you time it right you can use the orbs to your advantage using maru. The orbs instantly give you 2 charges for your cannon ability.
