Nope, i just went to the island he's on, there is a hard distance limit to the main island that counts as "coastline" the big rocks jutting out of the water near the Buccaneers island don't count as coast line. He's building on that large rock that stucks out, and has made a pier come out from there. About 2/3rds of the rock is inside the range, the last 3rd isn't.
It only matters for the warf, he could put the warf up by his actual building, and it'd be fine.
