While fighting the "Grim Reaper" ship for the quest, the ship got beached on an island, now the boarding is "blocked by an obstacle" on both sides and the ship cannot be boarded, thus preventing the quest from progressing.

I don't see how it is not a bug, it is a mechanic in the game, preventing the player from completing a quest. That is by definition a bug. Normally you could shoot the ship, but this one is invincible at boarding health. So, it literally either softlocked or hardlocked progress, depending on if the ship respawns after some time or not.
