Whenever I stop the game either from in game menu or from steam stop button steam will not register that the game closes.
I only have this issue with windrose out of 300 games.
Once this happens I can sit 15-30m waiting for it to shut down. I fell asleep yesterday to it and it was still loading a few hours later.
I fix it by forcing steam to shut down then when I open it, it will be ready to launch again

Can you please archive your saved folder %LOCALAPPDATA%\R5\Saved\ and send it to me?

Closed it from IG menu 5m ago and steam is still proccessing. Task manager cannot register it and it is not shown on tab bellow.
When I click the steam stop button it will remain like this till I force close steam. Sometimes my hours in play time will also go down resetting the count since it cannot process it.
Also had 1 incident where steam cloud unsynced causing a bit of progress loss but not much only 2 blocks luckily and it quickly started up again
