I've used Winutil for many things for many years and did not had any problems with the software.
However I recently wanted to enable built in DVR and noticed that it's missing. I can't find anything about this, the only mention is an old issue on GitHub that speaks of moving it to Advanced Tweaks however it's not there either.
Why DVR was removed and how can I re-enable it now?

Fullscreen Optimizations is a separate function, This is a screen from github that still has Disable GameDVR option.
