What freecast does, is give you the penalty while casting, and no other time.
it allows to move or auto attack during a cast bar, thats it, and those actions during said cast bar are based around the level of free cast.

Why not just leave Move Speed and Cast Speed, then? Wouldn't that make more sense?
Why don't movement speed or attack speed increase?
The bonus does not change whether this skill is active or not.

so all this does is change casting. it never increases anything. your total becomes the listed value while casting.
So if you have free cast 5, you can move at 65%(15%+ 5 * 10%) of your original movement speed vs 0, normally you are stationary while casting.
And at level 5 you may autoattack while a cast bar is going at full speed uninterupted. again without freecast, you may not autoattack while a cast bar is active

When you start casting, your Move Speed and Attack Speed becomes 0.
This skill shows how much your Move Speed and Attack Speed becomes instead if you have it.
At lvl1, instead of 0 Move Speed you get 25% and instead of 0 Attack Speed you get 60%

Since the skill is Mustard-themed, it seems to grant Attack Speed and Movement Speed, it needs a rework.

Since you are American or perhaps English is your first language, it might be easier for you; however, foreigners will be able to spot where the buffs are located.
