Increase the healing reduction to -77%
Increase the activation rate to 7% per refine
Remove the + healing per refine, replace with +attack speed and -mana cost per refine (I'd say 3% aspd and 1% mana cost reduction per)

Optional: It might be cool to make it have a set effect with Royal Crest. Visually complimentary and effectively synergized. I'd say resistance as set bonus to warrant keeping the shield equipped, but could just double down on mana cost reduction and/or healing.

Yes, this is my favorite item and my build. I'd prefer it just be a skill/part of our innate kit, but if I can effectively enjoy my bonk healing through the Cerulean Scepter.... 🙂

Also, looking for verification. Is the -50% healing supposed to be offset by bonus healing OR was it intended to be 1/2 haling for mass heal, period?

Was my thought that it was likely intended to be hard 1/2, not just -healing
the -77% is if it is just reduced healing, I think if the hard 1/2 was implemented the value would be more fair, assuming other adjustments listed.

I think cerulian scepter is fine as is and doesn't need changing. It is really powerful.

I doubt anyone other than me uses it. The minus and plus healing is redundant.

Again, isn't just buffs though, is adjustments. Cost reduction makes more sense than bonus healing.

My damage is low, but I'm also built as melee healer/support.
