Personal opinion, but the whole puzzle should have been added at once when it was completed, if it's not possible to complete right now.
If it ends up being finished later and it's super simple compared to all the investigative digging and alot of the the things we thought were related to the puzzle are just fluff, then it causes the whole experience to leave a bad taste.

Some of the folks here have been delving into the dungeons to try and find answers, but if the full thing is just "Click some of the skulls around town and the mount unlocks!" then it's great for the new players who come after, but it feels insultingly simple to the folks here who have dug into every conceivable nook and cranny to find something that isn't there.

Right, but if it isn't implemented, players can't interact with it.
It could well be the features we need to interact with to unlock Sir Bombastic, simply don't exist yet.
It could literally be a right click option on the skulls that wasn't keyed in properly and so progress wasn't tracking.
Then, when all the skulls are interacted with, the platform in front of this rat becomes solid and we can just walk to the rat here, who gives us Sir Bombastic when itneracted with.

It could literally be that simple... that one mistake made the whole puzzle incompletable and we've been grasping at straws for no reason over a puzzle that was meant to be simple.

That platform is right next to the last skull in the path, btw. So it could well be the skulls are a breadcrumb trail that is meant to lead you to this

Some of the skulls are laid out in logical paths.
The one in the stables, with the broken stable wall leading to the one by the weapon infuser.
The parkour tower leading to the miner's skull.
And, if you take the parkour tower, jump out the window, then use a movement ability at the end of the wall, you can end up at the other watch tower with the skull I metnioned.

Meiko cann dash mid air and there is a bug with swaping between meiko and tariq i found that displaces you upwards and sometimes you get stuck on geomertry

Yeah the stronghold is unfortunately very walled up. I've spent a lot of time trying to escape, but the walls are very tall and very wide.

We can clip up through floors in certain cases, but there's no floors (read: roofs) high enough to get over the invisible walls.
We need a way to clip horizontally

Nope. You can only portal to places with navmesh, and OOB does not have navmesh.
Same rules as Meiko/Tariq jump.

There's always a hole! Just sometimes they haven't been made yet...
Even so, I imagine going beyond the invis walls on the edges is just Out of Play Area and you fall through the world into the (rather higher) kill box, like the cliff ledge by the Windmill Gate

FWIW the invisible wall also extends all the way to the bottom of the lake, and joins up far out the lake in a complete corner.

(If you swap hero after dying to death plane, you respawn in the same spot and get a split second to act before you're killed again. This lets you slowly move across the lakebed. Alas, no escape.)

There's also potential tricks with swapping hero mid-air to refresh dash cooldowns, but even with perfect execution you lose too much height.

If we had actual-factual goblin glider there would be some things to try, alas.

no the tiger was moved to live but the rat was always meant for just for the beta and they made that clear

But yeah I agree it was sort of left up for interpretation, since the same pop-up had the exclusive tiger, followed by the temporary rat.
But, in a literary sense, it never says the rat will be kept. Only the tiger.

IIRC there was also very explicit out-of-the-game communication ahead of time that the rat would not carry over.

I know at least one person bought a boost to get the rat thinking it would stay, and then - after learning it wouldn't - got very vocal about "players deserve to keep the rat!!!" for a while.
