I think PBE only has NA servers so if you arent in NA, there isnt much you can do

IIRC, NA servers are in Chicago and PBE servers are in LA

yeah na lol is hosted in the east coast

and there isn't good servers in the north west

#

even in cali the ping isn't all too good or texas
