Depends on who you ask really, at first I agreed with those who said it was D2+ and though ppl like LS exaggerated saying it’s like 700lp+
But now it might be one of the few times I kinda agree with with LS
actually im at 300lp currently and whenever i play with ppl above 600lp it feels different

lane is easy but much harder to play after laning phase due to rengar falling off from not only teams grouping but him being behind in xp the ivern makes up for it with being able to fight in lanes but not fully
They would need extremely good understanding of their champions AND of each others champions and intentions and have very very good communication amongs each other

from a non ego standpoint that is DEFINITELY high elo
you're better than 99.7% of the playerbase in your region
just because the difference between masters to gm and to chall is so big doesn't mean that it's low elo
because it's a factor of the best of the best players mostly and a lot of them are just egoing but from a non bias standpoint diamond is high elo
if you want to talk about when players are actually extremely good then it's chall but this game is so indepth that you can say top 100 or top 50 etc
4300 out of 1.3mil is not .3% its 0.003% but high elo is used right now as a term of high skill. Once players become master they realize how far behind they are compared to challengers hence why alot of master players dont consider themselves highelo(those that didnt hit their plateau and have higher aim).
