Name: Lament
Class: Skirmisher

Abilities:

Passive: Mark of Sorrow
Lament's basic attacks mark enemy champions with a Mark of Sorrow, stacking up to a maximum of 3 marks.
When Lament deals damaging ability to a 3-marked enemy, the marks are consumed, slowing the target for a short duration.

Q:
Normal Form: Piercing Tear
Lament stabs in a straight line, dealing physical damage to all enemies hit.

Winged Form: Abyssal Sorrow
Lament stabs in a straight line, dealing physical damage to all enemies hit and dealing additional damage based on their missing health.

W:
Normal Form: Ephemeral Wings
Lament momentarily manifests illusionary wings, granting themselves a burst of movement speed and the ability to fly through terrain for a short duration. During this time, Lament's next basic attack within the duration is empowered to deal increased damage.

Winged Form: Hunter's Flight
When activated, Lament gains a significant boost of movement speed and the ability to fly through terrain for a short duration.

E:
Normal Form: Whispers of Fury
When activated, Lament gains a temporary burst of attack speed.

Winged Form: Soul Rend
This ability becomes a dash that deal physical damage to all enemies hit upon impact and then Lament's next basic attack is empowered to deal true damage that ignores and removes shields on the target.

R: Unleash Despair
Lament changes form, instantly gaining tangible wings and dealing physical damage to all enemies around him upon cast.
The Winged Form grants Lament increased attack speed and causes all his non-ultimate abilities to transform into their more aggressive, Winged Form versions.
The Winged Form duration is extended within 3 seconds of a takedown, allowing Lament to prolong his empowered state during teamfights or skirmishes.

Is it a mistake for empowered W and unempowered E to have the same effect? Seems like bad QoL to have the abilities swap functions in ult

With all these movement speed and attack speed mechanics and a 4-hit passive this really looks like it would shine if you considered it as more of a skirmisher or diver than an assassin

Because frankly, no assassin rotation is going to be willing to fit 3 autos in before an ability

I'd personally suggest reworking the W and E to be more or less 1 collective ability, and then adding a defensive spell

Alternatively if you want to have a proper assassin, you could add a better engage/disengage mobility pattern instead, and make the passive something which doesnt slow down the rotation

This is not an assassin's kit, this is a skirmisher's kit

You have mobility and AS steroids which allow this character to build some defenses alongside mostly AD+some on-hit effects and do a lot of damage while being sticky (hard to kite) and somewhat hard to kill. Irelia is a good comparison to see what I mean. Actual assassins typically don't rely much on basic attacks, and more so on abilities for damage, and the usually have avoidance tools to help them get away with building full damage and be able to function and reach their targets alive and able to kill them. They also usually have mobility that can be used to get out in addition to get in.

If you want to preserve access to normal W in winged form, better for that be the empowered W as well, and not on E instead (same thing, different button=bad, same thing, same button=good).

That's fair if you feel like attack speed is an important part of the kit, then I'd say skirmisher makes sense, focusing on fairly repeatable but low range mobility

You also should probably figure out the secondary effects on W and E, it looks like you just swapped them around without actually modifying the effects at all

#

Although I see a potential vision for a more serious form swap kinda akin to Gnar, which might be interesting to explore
