Lot of useless stats for almost every champ (there are a few that can use both AD and AP well, but for those, the crit is generally still a dead stat).

Example of a champ that can actually build these 2 without it being totally deadweight would be Jax
(not saying it's good), but he at least has 2 solid AP ratios and good AD scalings as well

melee in ARAM especially has to lean towards being tanky
there aren't really any champs with good hybrid scaling and good ranged harass that I can think of
which is why you almost never see those 2 items together
Maybe Varus could do it? (he really wants AS though)

the thing is, u dont always. if u cant get another attack or sum in or are stunned you are screwed. the dot helps execute.

if they were low enough that liandry's burn finished putting them into execute range, than having any decent AD item in it's place=they're already dead
it's just math on damage scaling for the champ in question (Corki)
even with his Q and W dmg having decent AP scaling, AD would do more here.
