most champions get a huge boost at lvl 6. one's level of comfort with said champion will make it look like a hyuge power spike. Some items can change how one plays out (like DoT ap item on stuff like Udyr or Ziggs).

Kass 6 is terrible, he isn't really effective until lvl 11 since his ult still isn't remotely spammable at lvl 6 wih what I'd assume to be no items

Something like most if not all assassins, Nocturne, Rwnekton, Volibear, Nasus, Illaoi, Swain, Malphite, Yorick/Garen (ish) or K'Sante 6, Yas/Yone berz greaves, BORK, first crit item, second crit item, sustain item, Irelia Vamp Scepter, BORK, Kass & Kayle lvl 11/16 (both are pretty massive , you go from being dominated to suddenly completely dominating against a similarly levelled opponent)

most assassins have a large spike when unlocking their ultimate. though i would say some of the nastiest spikes in general come in around lvl 9 when you have a maxxed out ability and people havent quite finished defensive items usually. or in some cases like aatrox with his q cdr or urgot w becoming a toggle.

For a powerspike, his lvl 6 is a powerspike, but much more of an escape tool than a dominating powerspike
