There is literally nothing you can do if the enemy builds kaenic rookern aside from going the build I have mentioned

but generally if you are looking for damage then its just better to go pen + raba
if you dont have a lot of money and ur champ easily applies liandry then you can also go liandry into pen

Cryptbloom is also mostly built for the haste AND pen, not really the passive
Mercs isn't even that bad and Maw just gives a giant shield along with MR, it's a conditional Kaenic Rookern with some vamp
So basically: just build pen and more AP

You cannot go void and then crypt as they are both % mpen items.
Cryptbloom winrate is significantly higher on all champs than compared to voidstaff
The crypt wr being higher is likely due to AH being hard to find in a build and crypt being less expensive than void
You can check all mage champs and take a look at their item and crypt will almost alwayshave a higher winrate
