Sup's not that bad if you understand what your job is in lane (basically you play counter-engage and go after the enemy ADC when they try to engage on your ADC). Playing him bot lane, I'd probably do tear start because of Q manacost and build manamune later) and just focus and farming and not dying (abuse the fact that most bot lanes up to like Gold mmr will usually permashove and you can just pull a freeze and wait for the eventual ganks to do any fighting).

Lane Noc in general has mana issues with how expensive his Q is, but if you're smart w/ your skill usage it's pretty good. (don't underestimate his early dueling, with a free 30% AS from 1 pt in W, and free AD from being on Q he's quite a strong duelist early in the game).
