League servers are centralized in dense population zones. North Africa isn't a dense population zone, the geographical area that such a server would have to cover is larger than any other server while having a lower population density than any other server(incl russia).

There's just no point to going through the effort to set up and maintain a server for such a wide region on a game where consistent ping matters and actually having a minimum number of players in order to scrounge any sense of competitiveness.

If you went to the effort to set up a North African server you would have to disable challenger rank on that server from how low the player count is
