also Mikael's Crucible exists for saving allies from CC

BV is fine on any AP enchanter

EoN is good on Senna and Pyke.

Can you clarify why you think Banshee's Veil is bad on enchanters?

It's got AP and every enchanter scales with that

I'm sure you do, but in this case I'm having trouble seeing the problem which this hypothetical new item would solve

the bigger AP amount is actually good for AP enchanters as it's an item they build later on, and their healing/shielding basically always scales with AP, so they want to balance AP buys with shield+heal power to maximize their healing/shielding.
