well the main target of this item is urgot, which is supposed to make him able to use on-hit items as they all have AS on them. if you think urgot's current state is fine and such change isnt a good idea, well thats another opinion. I want to just discuss about what this item should be, considering that we are aiming to allow urgot to use on-hit.
