its ok for tanks to have high base dmg so that they can actually be relevant besides from being a discount brick wall, but is it ok for some like udyr, voli, sej, maokai mundo and ornn to do so much dmg despite not building any ad or ap items

to be fair that is never happening and feels more like its there to have multiple options to get procs off
Also you have to look at K'sante as a champion with different stances. He has a fighter stance and a tank stance and he has an actual converter of tank>damage
also for champs like Nunu, if he builds full tank a channelled R will still do a shit ton of dmg, but how often does that happen without the enemy making mistakes? not a tank thing

as he needs 0 skill to play, he cannot play bad so he is either fed and carries the game / not fed and does a lot in mid game / not fed and enemy has a fed one who stomps him

Not gonna say garen is “hard” but hes anything but 0 skill. He can snowball and stomp but has very few winning lanes. In that game hes into a somewhat winning mu and enemy had nothing except sivir that beats him. Also its on jax to win that lane if he loses its only his fault garen carried. Nothing unbalanced about Garen imo
