I recently realised, whilst messing about with builds a bit as I do, that even with fully stacked Ingenious Hunter the cooldown of Zhonya's Hourglass remains at 120 seconds.
As I'm relatively new to League I wanted to ask: Has this always been the way? How many other people did/n't know this? Do you think it's an exception or a bug?

Some items don't interact with item haste I think
I believe this is intended behavior, defensive items with greatly reduced cooldowns could become overbearingly strong. The item haste is generally meant for utility or offensive items I suspect

After messing about a little I found that every other item with a cooldown, with the exception of Crown because it can't be tested in the Practice Tool, is reduced by Item Haste including GA. I'm currently compiling a list to show that Zhonya's is the only item which does not interect with Item Haste.

They do, I seem them coming down to about 20 seconds but that is with Ingenious Hunter and Cosmic Insight.
As I said, I'm currently putting together a sheet to show how Item Haste interacts with all the applicable items but there are a few things I cannot test on my own (Crown, Umbral, Mandate).
As I've said though, it looks like Zhonya's is the only item in the game which has a defined cooldown that does not interact with Item Haste, but there's no info I can find saying that this is/n't meant to be the case.
