actually... it's fiora because it's max%hp true dmg which it can go upto 107% so even if u stack sett to 1mil heartsteel fiora can do around 1mil+ max%hp true dmg

i think it was back in season 9 when you wouldnt even rank up vayne's w because it was so useless. because you would just 2 shot people with R and Q so you could never even proc silver bolts which requires 3 shots
