It is only not SUPER BROKEN because it’s on Darius.
Many other champs have much higher AD ratios and can stack it much quicker.
If an AD jungler had it, it’s over.
Rek’sai, Volibear, Kindred (becomes the strongest early game jungler, but falls off due to range), Wukong, Sett, Lucian, Riven, etc.
These champs would gladly trade their current passives for Darius’ passive.
It’s similar to Singed ultimate in this regard.
It becomes nuttier if you can somehow put it on AP champs.
Sylas becomes OP+ Tier and would need perma nerfs, Azir can proc it forever, and Evelynn could oneshot tanks without W proc.

While I admit that it kills his early game with PTA, I would say it buffs his FS/Electrocute (lol) builds/play style. Being able to apply consistent bleed damage encourages Lucidity boots + fucks over healing lanes even more because the heal cut is consistently apply. Other than that, Lucian double hit is better than the passive effect (at least for early game.)
I’d imagine it would buff his mid/late game, but it really doesn’t fit Lucian’s style.
That being said, nerf Darius passive please. Dude can go full tank and stat check most champs.

It will not block Fiora Q, can be avoided with most mobility, and only serves as a timer for Jax to stack. Most top lane champs can just go even with it, and would rather keep their current E over getting Jax’s.

It's a remnant of the past (where everything was broken), but it never got nerfed like everything else was.
Like imagine if Jax could dodge fountain like he could back then.
2.25 seconds of Slow, Disarm, and Silence. Literally no counterplay if you are not Yi or Olaf. Bones over all assassins because most don't go the Precision tree for Tenacity, and did I mention it's point and click?
