I don’t understand why people care about norms MMR so much, the highest you can get placed going 10-0 in placements is like gold 3 (on a fresh account)
Most people that care about norms MMR are gold/plat players that are trying to brag about having high MMR because they can’t actually get to that rank

The explanation to this question can get pretty complicated, but I’ll try to keep it at a high level.
League of Legends technically has two ranking systems: one is invisible to players and one is public to players. The ranking system that we as players see in the ranked version of the game is known as LP (League Points).
Basically, as you play ranked games in League, you either win or lose an amount of LP. The complicated part is that the amount of LP you lose is based on the hidden ranking system, known as MMR (match making rating).
Winning games and losing games affect your MMR, which is what makes your LP gain either increase or decrease as you make your ranked progression or regression.
The reason for this is that Riot (and other game-makers, MMR is NOT exclusive to LoL) understands that people can go on loss streaks and win streaks by ultimately getting lucky or unlucky with teammates or enemies. MMR will keep your account in check by tracking these games. As with any average-type system, the more games you play in a season the less each individual game will affect the system. MMR is no different.
If you’re in Gold 4 and all of a sudden have a 10 game win streak, the MMR system keeps your account in check and grants you less LP per win. Generally, you will win more LP per win than you will lose per loss until you get to what the system has calculated your maximum ranking to be. If you continue to win several games, your MMR will catch up slowly and you’ll gain more LP per win until climbing is easier.
Conversely, if you have a 10 game loss streak, the system will know that you probably just had either some temporary, external event that decreased your ability to focus, or you had bad teammates for 10 games in a row. As you drop quickly, you’ll notice that the amount of LP you gain each win goes up substantially. This is because the MMR system knows you should be higher than you currently are based on your past games.
If you want to know more about this, there are several articles detailing exactly how the system works and also the history of the system. I believe it started with professional chess rankings to stop sandbagging to win money, but someone can correct me if I’m wrong.
