In thresh's case locket is better due to his kit being much more flexible imo.

so if teamfights are decided on whether or not the single carry of the enemy team is dead or not

As a tank support your job is to keep your ADC alive, and you do this better by giving a huge shield rather than 10% damage which is a very low number
I think there is only like two champs where it is meta to build evenshroud instead of locket (amumu and rell) which shows how superior locket is

10% sounds like a lot, but let’s say my full combo is 800 damage right, that means i’ll deal a whopping 80 extra damage
it’s more useful to keep your team alive
then to give minimal stat boosts
