LS' tierlist is geared towards competitive only and has little use outside of soloqueue. utility champions lack something important in the role and that's generally damage. his whole philosophy on the picks is to neutralize lane and outscale but you cant outscale if you only have 1-2 sources of damage in a composition like this. Zilean is an outlier. it makes sense if you look at it from his point of view or a perfect world. but it comes crashing down in play.

I think IGN: BlightKnight90's trying to say janna top is the same premise as ivern/bard mid but i dont think they can really compare since janna has premier disengage in trade or 'neutralizing' the lane as stated. for the benefits of this duo smite playstyle.
