As I'm sitting in the bus on my way home I thought about Aphelios, and the state he's in right now. He's not bad, just requires too much work out of all ADCs that he's become unfavorable to rank up with especially in low elo.
So my question is this: What do you think Riot could do to make Aphelios feel more relevant and open to play by anyone (with still some skill expression of course), but not make him insanely overpowered?

the champ will basically always be inherently pro-skewed because he has everything a marksman could want
you can absolutely climb with him in lower elo he will just take more effort than others
and he has a higher skill ceiling than others in his class
his prominent weakness of being immobile is heightened when people neglect carries in silver/gold
if riot wanted to make him good in most ranks they would need to rework his spells or just give him broken numbers
